FUTURE REDEVELOPMENT OF L&Y RUGBY CLUB

This is an extract from the submission by the planners to the Committee in respect of the Site Specific Allocations Document, the full document goes to the “Cabinet” this evening (Thursday 21/1/10) and WDC full Committee next week.

 “In Lowestoft, the suggested sites (190, 193) in north Lowestoft for the relocation of the Lowestoft and Yarmouth Rugby Club (from site 191 suggested for partial development for housing) received a considerable response. Many respondents supported the need for the Club to relocate. However, there were considerable concerns with the alterative sites including impact on wildlife, amenity issues, impact on landscape, impact of traffic flows and level of land. The land is farmed as part of a viable and growing business and the County Council are not prepared to release the land.  An alternative site (214) was suggested by respondents but it is considered too remote from the built up area and is in the same ownership and tenancy as the other sites. It has not therefore been possible to identify a deliverable site in north Lowestoft at the current time. However, land has been allocated in Carlton Colville (LOW11) for sport and leisure use and this provides an opportunity for the Club to relocate should they decide that south of the town is an acceptable location. There were objections relating to the redevelopment of the existing site primarily related to highway concerns, density, drainage and impacts on amenity.  The density has been reduced and the highway authority have not raised any objections, so part of the site is proposed for housing development to enable a relocation should an acceptable alternative site become available (LOW7).”

Dear Member, as you are hopefully aware the Club is continuing to promote its case for a possible future re-location and improvement of Rugby Club facilities through the LDF (Local Development Framework) planning process.
Recently WDC issued a further consultation paper on the present stage of the LDF process.  In this paper they refer to the problems finding a new location for us to the North of the town, this being driven mainly by the refusal, at this time, of Suffolk County Council to sell any of the farm land sites identified in the previous consultation.
WDC also propose that a large site in Carlton Colville is made available for future recreational and sporting purposes and that we should consider this as an alternative.  The Committee do not feel that a re-location so far to the South would be in the best interest of the Club.

From December 2008

L&Y has been mentioned in Waveney's proposals for a new Local Development Framework (LDF) - the document that sets out their ideas for building development of the whole borough over the next 20 to 30 years.  They have whittled down a long list of proposed projects to a shortlist of "Preferred Options" which have now been disclosed for consultation and public comment.

Through long discussions with WDC, we managed to persuade them to include our ideas for the long term future of L&Y into these Preferred Options.

Through a discreet lobbying process the Clubs Forward Planning Committee managed to achieve the inclusion of Gunton Park and two alternative sites in the Preferred Options Consultation Document issued by Waveney District Council on the 17 November 2008.  What this means in lay terms is that the planners are prepared to support the project subject to certain conditions and to the results of the consultation process which is taking place over the coming months.

Please understand that at this stage no decision to move from Gunton Park has been made, such a decision will only be taken after full consultation with and the approval of Club members.  A move would only be proposed if we knew beyond doubt that the alternative site was achievable, affordable and would be of major benefit to the Club.  However keeping the site allocation for housing in the Preferred Options part of the new Local Plan means that a move in the future would be much easier to achieve as it would then be in line with the Local Plan.
